Philippine Le Noir de Carlan, a 19-year-old student and scout leader, was found murdered in Paris on October 2, 2025. She had gone for a walk during her lunch break in what was considered a safe area of the city.
Philippine crossed paths with Taha Oualidat, a 22-year-old Moroccan man who had a prior conviction for rape. Oualidat was not incarcerated despite his criminal record and had also received a deportation order, which was not enforced because Morocco refused to accept him back.
The following day, after a significant search effort, Philippine"s family discovered her partially buried body. Authorities confirmed that she had been raped and strangled.
