The German government has adopted a hybrid military service model, as confirmed by the SPD-CDU/CSU coalition. This new policy mandates fitness and willingness questionnaires for all men turning 18 from the 2008 cohort onward. If voluntary recruitment does not meet targets, parliament may implement selective conscription through a lottery system.
The government aims to maintain an active personnel count of between 255,000 and 270,000, alongside 200,000 reservists. Volunteers will receive a monthly compensation of €2,600, and women will have the option to participate. The implementation of this model is scheduled for January 1, 2026.
