Hossam al-Astal, associated with the "Yasser Abu Shabab - Khan Yunis branch," has claimed responsibility for managing humanitarian aid in Khan Yunis, Gaza. In a recent video, al-Astal stated that he oversees the humanitarian area in Khan Yunis, which is reportedly not under Hamas control.

Al-Astal asserted that they have access to a variety of aid, including food, drinks, diapers, and adequate housing with electricity. He mentioned that they are in direct contact with international organizations that provide necessary supplies.

In his remarks, al-Astal echoed sentiments expressed by Yasser Abu Shabab in a previous article for the Wall Street Journal, stating, "There is no war here. No attacks." While Abu Shabab referred to conditions in Rafah, al-Astal focused on the situation in Khan Yunis, located to the north of Rafah.

This development indicates an emerging alternative governance structure in the Gaza Strip, which may pose a challenge to Hamas"s authority in the region.
