Larry Ellison"s foundation has donated and pledged £257 million to the Tony Blair Institute (TBI), influencing reforms within the National Health Service (NHS) in the UK. Since 2021, TBI has been working closely with Ellison, who is known for his role in shaping technology policy, particularly in developing economies.

Ellison, who has been referred to by former President Donald Trump as the “CEO of everything,” is reportedly using TBI to promote a single national data library and a new access point for patient records, integrating the NHS with Oracle"s infrastructure. Insiders have described TBI as a “tech sales & lobbying operation for Oracle,” aligning its agenda with Ellison"s global initiative to unify national data sets.

Ellison has emphasized the importance of the NHS"s population data, noting its current fragmentation. He stated, “The NHS in the UK has an incredible amount of population data,” highlighting its potential for improvement. Shortly after his remarks, TBI released a report titled “Governing in the Age of AI: Building Britain’s National Data Library,” which echoed Ellison"s concerns about the NHS being “fragmented and unfit for purpose.”

The NHS dataset is considered uniquely valuable, containing comprehensive health records dating back to 1948. Its estimated commercial value, which includes applications in drug development and genome sequencing, is around £10 billion annually.
