Satellite imagery has documented the first instance of Chinese assistance in evading sanctions against Russia. On October 18, a sanctioned Russian liquefied natural gas (LNG) carrier, Perle, transferred approximately 170,000 cubic meters of LNG to the Hong Kong-linked tanker CCH Gas off the coast of Malaysia. This transfer occurred just days before new U.S. sanctions were imposed on Russian companies Rosneft and Lukoil on October 22.
During the transfer, both vessels disabled their Automatic Identification System (AIS), which is typically used for tracking maritime traffic. This action raises concerns regarding compliance with international sanctions.
