Russia"s oil and gas revenues decreased by nearly 25% in September 2025, totaling 582.5 billion rubles, down from 771.9 billion rubles in September 2024, according to the Russian Finance Ministry. Year-to-date revenues have also declined by 20.6%, falling from 8.327 trillion rubles to 6.609 trillion rubles.
Although there was an increase from August"s revenues of 505 billion rubles, the ministry projects a negative impact of minus 26.9 billion rubles for October. Finance Minister Anton Siluanov has indicated that further declines in revenues are expected through 2026.
